In a major step to tackle youth unemployment and boost cultural preservation, the Bihar government has announced multiple welfare schemes during a cabinet meeting chaired by Chief Minister Nitish Kumar. Chief among them is the ‘Mukhya Mantri Pratigya’ scheme, aimed at providing financial support to young individuals seeking internship opportunities after completing their education.

Under this scheme, youths aged 18 to 28, who have passed Class 12, obtained ITI diplomas, or are graduates or postgraduates, will be eligible for monthly financial assistance during internships ranging from 3 to 12 months. The support varies by qualification:

  • ₹4,000/month for Class 12 pass
  • ₹5,000/month for ITI diploma holders
  • ₹6,000/month for graduates and postgraduates

Additionally, those opting for internships outside their home district will get an extra ₹2,000 per month, while those interning outside the state will receive ₹5,000 monthly as livelihood support, capped at three months.

All payments will be directly credited to the beneficiaries’ bank accounts, and a committee led by the Development Commissioner will oversee the implementation.

Alongside youth development, the Cabinet also approved:

  • Mukhya Mantri Kalakar Pension Yojana, which grants ₹3,000/month pension to senior artists (50+ years) with at least 10 years of contribution to traditional or classical arts and annual income below ₹1.2 lakh.
  • Mukhya Mantri Guru-Shishya Parampara Yojana, which supports endangered art forms by offering two-year mentorships. Gurus will get ₹15,000/month, musicians ₹7,500, and pupils ₹3,000. A total of ₹1.11 crore has been sanctioned.

In the healthcare domain, the Mukhya Mantri Chikitsa Sahayta Kosh will now cover Panchayati Raj Institution members, offering financial help for surgeries such as cancer, heart, kidney transplants, and more—ranging from ₹20,000 to ₹3 lakh.

Further, the Cabinet approved amendments to Bihar Factory Rules, 1950, allowing women (excluding pregnant and lactating mothers) to work in hazardous factories.

Lastly, new rules were passed to offer domestic help and telecommunication reimbursements for retired chief justices and high court judges, with allowances up to ₹60,000/month for help and ₹15,000/month for telecom-related expenses.
